國際間對於節能減碳共識為何?

答
目前的國際間對於節能減碳共識的作法是,仿照已經50年历史, 目前在170個國家實行的營業稅的概念, 銷售時有銷售碳耗量, 採購時有進項碳耗量， 要繳的碳稅就是（銷項碳量減進項碳耗量）乘於每單位碳稅訂價

國際間對於節能減碳實施細節為何?

答
關於細節的實施，歐盟開了第一槍！
永輝過去半年耒，為許多台灣企業, 提供歐盟CBAM申報服務, 從申報過程中，我們看到了端倪, 理解了未來世界, 課徵碳稅的方案。
出口到歐盟的貨物中,如含有鋼鐵,鋁就要申報, 去年第四季已經開始申報碳耗量。
歐盟將在2026年1月1日起，開始徵碳關稅, 離現在20個月, 將會依照碳耗量,乘以當時每噸碳杈價格,來課徵碳關稅。
它允許企業在出口國已經課徵的碳稅或碳費, 可以減掉，包括進口原料在海外已經被課徵的碳耗量是可以減掉的。
條件是要出口廠商，拿出在其名下的 官方認可的文件證明。
以台灣為例， 環保部所課徵是碳費，企業要拿出官方認可的已經被環保部課徵碳費的文件, 才可以到歐盟CBAM申報時 拿來當減項。

其他國家如沒美國，日本，等將會跟隨歐盟CBAM的機制，雖然可能有小改。

台灣整體因應歐盟CBAM需建立的機制為何?

答:
台灣要在2025年12月31日前,建立好4個機制:  否則台灣的廠商, 國內要繳碳費，輸出到歐盟時必須要碳關稅,要繳納雙重碳稅，出口競爭力一定會大受影響。
(1)首先被課徵碳費的排碳大戶, 如台電，中油，中鋼, 水泥，航空, 自來水等287家排碳大戶必需公佈單位排碳量。
(2)進口貨品在海外已經有被課徵碳稅的碳耗量，可以抵減，台灣的海關應也需要建立課徵碳稅的制度。
(3)再其次，各企業必需把進項碳耗量, 分攤至其所生產的產品中， 就像成本會計中，作成本分攤的步驟。
(4)最後:需要應該會計師事務所對碳耗量, 作驗證,並出具驗證報告。這也應該是國際間認可文件之一環。

其他國家如沒美國，日本，等將會跟隨歐盟CBAM的機制，因此應該建立的機制應該是類似的。

答
會計師事務所的二種碳耗量確信 Assurance報告:
一個是ESG 永續報告書中的碳耗計算Assurance報告。
一個是產品的每單位碳耗量確信Assurance報告, 𡯁其用在跨境出口申報。
所有會計師事務所，都可以作上述的確信Assurance報告服務。

永輝在ESG生態圈可能擔任的角色分析?

答:
(1)幫忙做歐盟CBAM申報，以及其他國家如美國，日本等 的碳關稅申報。
永輝母公司及海外約30家子公司，已經在海外提供國際稅服務。
(2)幫忙設立非居民稅號 and VAT證號and 進出口證號
避免生產的配方洩漏給歐洲進口商，在協助申報歐盟CBAM的過程中, 我們發現台灣的生產商有點擔憂，把生產的配方洩漏給歐洲的進口商 我們就協助台灣企業用其名義, 在歐盟選一個國家， 例如荷蘭, 申清 非居民稅號 and 營業稅VAT證號, 再用該VAT證號申請歐盟海關進出口號碼 EORI。
如此一來台灣企業自己就可以擔任進口商, 交易條件為DDP (Deliver duty paid)，自己報關。
(3) 在所有會計師事務所，都可以服務的二種碳耗量確信 Assurance報告中,永輝在跨境碳耗量申報時所需的產品的每單位碳耗量確信Assurance報告， 有極強的優勢。

ESG-bu-060 關於ESG可以從哪些產業分析？ 或從哪些資料著手？

答:
於現代社會而言ESG無處不在。舉例來說在教育方面，永輝在台北大學及政治大學皆有推廣該校永續報告書之經驗。透過說明編製永續報告書時採用準則如：GRI準則、SASB準則、TCFD準則及SDGs等；編製永續報告書時，讓讀者更好的透過實例理解ESG資訊，歡迎各大專院校報名相關講座。

Q: 關於ESG，永輝有提供過相關輔導或舉辦講座的經驗嗎？
Q: Does Evershine have any experience in providing ESG counseling or organizing seminars?  

A: 於2024年12月14日，接受到來自政大會計宇宙探索 UniDisco ACCT的熱情邀約，讓本司榮幸的以ESG講師身分到校園中為還在學途中探索的莘莘學子們介紹全新且不同以往的知識，並在四個小時的活動中持續互相交流。期間誕生出的良好共鳴做為基石，成功讓我們在講座結束後產出一篇由雙方視角鉤織而成的完整永續藍圖。 
A: On December 14th,2024, we received a warm invitation from UniDisco ACCT to be the ESG lecturer on campus to introduce new and different knowledge to the students who are still exploring on their way to school and continued to exchange ideas with each other during the four-hour event. The resonance that was created during the program was the cornerstone of the program, and we were able to produce a blueprint for sustainability that was woven from both perspectives after the program. 

根據這些內容和後續的學生回饋當中，永輝也為政大從SDGs17項指標中規歸納出以下的建議:

目標3 Good Health amd Well-Being 確保健康的生活，促進各年齡階段人口的福祉 

 （1）定期評估師生身心之健康 

目標4 Quality Education 確保包容和公平的優質教育，讓全民享有終身學習的機會 

 （1）學生層面推廣永續課程（Eg.綠色供應鏈與財務如何產生聯繫） 

 （2）偏鄉學生教育資源分配不均 

 （3）課程內容設計符合學生真正需求（Eg.彈性薪資應聘前提下可否選擇更合適的教授／人才？） 

 （4）選課排程不足（Eg.增加開課老師及堂數時段） 

目標5 Gender Equality 實現性別平等，增強所有婦女和女童的權能「比例」 

 （1）增設性別友善廁所 

 （2）校內教研人員男女比431:297；行政人員145:532  

目標6 Clean Water and Sanitation 為所有人提供水和環境衛生，並對其進行永續維護管理 

（1）校園垃圾處理系統化 

目標7 Affordable and Clean Energy 確保所有人獲得可負擔、安全和永續的現代能源 

（1）校園公車低碳化（Eg.電力驅動） 

（2）太陽能板增設 

（3）冷氣更換為低耗能機種（Eg.相關補助政策） 

（4）校內電力系統遠端管理（Eg.具存在感測功能的公共設施） 

目標9 Industry,Innovation and Infrastructure 建設具有韌性的基礎設施，促進包容性和永續的工業化，推動創新 

（1）宿舍環境升級（Eg.節能設施） 

（2）校內老舊建築磁磚／水電管線之更新 

（3）增加無障礙設施 

目標12 Responsible Consumption and Production 確保採用永續的消費和生產模式 

（1）綠植種地面積增加 

（2）獲取永續標章的認證（Eg.第三方機構查核） 

（3）減少一次性包裝之餐具（Eg.提供租借免洗餐具） 

目標16 Peace,Justice and Strong Institutions 倡建和平、包容的社會以促進永續發展，讓所有人都能訴諸司法，在各級建立有效、負責和包容的機構 

（1）外籍生融入校園環境（原活動時間可否從中午調整成其餘時段，讓非外籍生共同參加？或是增加活動時段） 

（2）推廣校內多語言環境（Eg.開設宣傳語言講座）

Based on these contents and subsequent student feedback, Evershine has also summarized the following recommendations for the University from the 17 SDGs indicators: 

* Based on the SDG chapter  

Goal 3 Good Health and Well-Being: Ensure healthy living and promote the well-being of the population of all ages.  

(1) Regularly assess the physical and mental health of teachers and students. 

Goal 4 Quality Education: Ensure inclusive and equitable quality education and lifelong learning opportunities for all.  

(1) Promote sustainable curriculum at student level. (E.g. How the green supply chain and finance are linked.)  
(2) Uneven distribution of educational resources for students in remote villages.  
(3) Course content design meets the real needs of students. (E.g. Can we choose more suitable professors/talents under the premise of flexible salary application?)  
(4) Inadequate scheduling of course selection. (E.g. Increase the number of teachers and class periods.) 

Goal 5 Gender Equality: Realize gender equality and enhance the empowerment of all women and girls “proportionally”. 

(1) Provide gender-friendly toilets. 
(2) Gender ratio of teaching and research staff on campus 431:297; administrative staff 145:532 

Goal 6 Clean Water and Sanitation: Provide water and sanitation for all and manage it for sustainable maintenance. 

(1) Systematization of Campus Waste Disposal. 

Goal 7 Affordable and Clean Energy: Ensure affordable, safe and sustainable modern energy for all. 

(1) Decarbonization of campus buses. (E.g. electric drive) 
(2) Installation of solar panels. 
(3) Replacement of air-conditioners with low energy-consuming models. (E.g. related subsidy policy) 
(4) Remote management of on-campus power systems. (E.g. Public facilities with presence sensing function) 

Goal 9 Industry, Innovation and Infrastructure: Build resilient infrastructure for inclusive and sustainable industrialization and promote innovation. 

(1) Upgrading of dormitory environment. (E.g. Energy efficient facilities) 
(2) Renewal of tiles/plumbing in old buildings on campus. 
(3) Increase in barrier-free facilities. 

Goal 12 Responsible Consumption and Production: Ensure Sustainable Consumption and Production Patterns. 

(1) Increase the area of green planting. 
(2) Obtain certification of the sustainability label. (E.g. third-party organization checking) 

(3) Reduction of disposable packaged tableware. (E.g. provide rental of washable tableware) 

Goal 16 Peace, Justice and Strong Institutions: To advocate for a peaceful and inclusive society that promotes sustainable development, provides access to justice for all, and builds effective, accountable and inclusive institutions at all levels.  

(1) Integration of foreign students into the campus environment. (Can the original program time be adjusted from noon to the rest of the day to allow non-foreign students to participate? Or increase the number of activity periods.)  

(2) Promoting a multilingual environment on campus. (E.g. to organize promotional language seminars.)
